David Jankowsky
Founder & President

David R. Jankowsky is the Founder and President of Francis Energy. Prior to founding the company in 2015, David was Regional Counsel and Vice President of International Business Development for SunEdison, Inc., where he was responsible for all aspects of corporate development in the Asia-Pacific and Sub-Saharan Africa regions.

Prior to SunEdison, David was an energy project finance attorney at Skadden, Arps, Slate, Meagher & Flom LLP in Washington, D.C. David has an undergraduate degree (with honors) from Middlebury College in Vermont, and a juris doctorate degree from the Georgetown University Law Center, where he served as Senior Editor on the Georgetown Law Review.

David currently resides in Tulsa, Oklahoma, and is blessed with a beautiful wife, three kids, a Labrador, and a very mediocre golf game. 

Daniel Mandli
Chief Operating Officer

Daniel is a senior level leader with over 30 years of cross-functional experience in wind turbine design engineering, wind plant operations, customer service, process engineering, manufacturing management, project management and optimization, statistical process control (SPC), performance management, process design, and employee involvement. Daniel utilizes a customer-oriented “Kaizen” approach when providing support to internal organizational needs, vendors, or clients. Daniel has held senior management roles within several fortune 500 companies, including NextEra Energy, Bridgestone, as well as with Vestas Wind Systems.

Daniel’s specialties also include: quality improvement, problem solving, performance management, wind turbine selection and project due diligence.

Operational highlights:

• Managed over 2 GW of operating Wind Generation facilities in WI, MN, ND, SD, CA, WY, CO, OR, OK, TX, WV, PA, NY and KS 
• Managed 1000 MW of wind project builds in six different states
• Built two NOC (National operation centers) that monitored over 6 GW of assets.
• Participated in over $2.5 billion long term debt and tax equity financing for wind and EV Charging assets in 15 different states.
• Managed global Wind turbine platform with engineering offices in Denmark, India, South America and Bejing.   
• Managed the 2019 and 2020 Francis Energy EV charger network installation

Daniel earned his B.S. in Chemical Engineering from the University of Wisconsin-Madison, WI, and his MBA from the University of Illinois – Urbana Champaign, IL.

Jason Pitcock
SVP, Government Relations

As SVP of Government Relations, Jason oversees engagement with government officials and industry stakeholders to promote Francis Energy’s legislative, regulatory, and policy objectives. Jason reports directly to the President. 

Before returning to his native Tulsa, Oklahoma and joining Francis in 2016, Jason spent a decade in Washington, D.C., where he was Vice President and Counsel at a bipartisan government affairs firm whose clients included several Fortune 100 companies. Prior to that, he worked for the United States Congress, as Counsel to the House Financial Services Subcommittee on Capital Markets, Insurance, and Government Sponsored Enterprises.  

He received his Bachelor of Arts in Political Science from Oklahoma State University and his Juris Doctor from Vermont Law School. He is a member of the Oklahoma Bar Association.

Grant Harper
VP, Finance

As VP of Finance, Grant Harper oversees all aspects of finance and accounting for Francis Energy, including treasury management, operating and capital expense budgeting, financial reporting, tax preparation and internal controls. In addition to this role, Grant is involved in all aspects of our financial modeling and project fundraising. Grant reports directly to the President. 

Grant first joined Francis Energy in the spring of 2015 as a financial analyst intern. After graduation, Grant joined Francis Energy as one of its first employees. Grant graduated with honors from the Collins College of Business at The University of Tulsa.

Clark Wheeler
Chief of Staff & General Counsel

As Chief of Staff, Clark is responsible for all aspects of corporate development and strategy, and oversees our executive team. In his role as General Counsel, Clark oversees all of Francis Energy’s legal operations and internal and external compliance. At Francis Energy, Clark has successfully closed over $50M in EV infrastructure project funding.

Clark is a graduate of Northeastern University School of Law in Boston, MA, where he served on the editorial board of the Northeastern University Law Review. Before attending law school, Clark worked for a public health think tank and as a civilian employee at the Dept. of Defense.

Keesha Cashmore
Chief Administrative Officer

As the companies Chief Administrative Officer, Keesha she is responsible for establishing and implementing the policies, procedures, and processes that serve the core operating needs of the company.  Keesha also oversees the daily and long-term strategic management of our EV charging network, including service, logistics, inventory, data acquisition, customer support, marketing, and software management.  

Keesha brings with her over a decade of experience as a proven leader specializing in Operations, Finance, and Human Resources.  Keesha has a successful record of refining and establishing policies, procedures, and communication across all levels of an organization to include people, culture, marketing, and sales.  She has had the opportunity to work across several industries including media, nonprofit, and most recently aviation.   

Keesha holds a Bachelor of Administration (B.B.A.), in Accounting degree from Northeastern State University.

Seth Christ
SVP, Operations

As Senior Vice President of Operations, Seth is responsible for all aspects of Francis Energy’s asset development and construction. Seth served as the lead project manager responsible for building the Francis Energy statewide EV Charging network during 2019 and 2020, creating the largest single statewide network of EV charging infrastructure in the U.S.

Seth is a frequent invitee speaker to EV industry stakeholder events across the country and is recognized for his experience managing EV infrastructure supply chains, EV construction and utility interconnections. 

Eric Austin
SVP, Business Development

As Senior Vice President of Business Development, Eric is responsible for all aspects of Francis Energy’s EV charging station development, including site acquisition, and utility and host partnerships. 

Prior to joining Francis in 2019, Eric’s career spanned 20 years working in the electric cooperative industry, most recently as a C&I Accounts Manager as Western Farmers Electric Cooperative. At WFEC Eric was responsible for advising senior management and members on rate design and methodology, load management, grid infrastructure, resiliency, renewable energies, and communications.

Jennifer Clagg
HR Manager

As HR Manager, Jennifer oversees all aspects of Francis Energy’s human resources, including payroll administration, health insurance, taxes and benefits, and also is responsible for crafting and implementing Francis Energy’s HR and workplace policies and compliance. 

Prior to joining Francis Energy in 2016, Jennifer spent more than 20 years in the construction industry where she held numerous positions in HR, finance and accounting.  Jennifer is a graduate of Langston University with a Bachelor of Business Administration degree.
